The Coxsackie-Athens Central School District (CACSD) is asking voters to consider a proposed capital project referendum on Tuesday, October 7, 2025, from 2:30 p.m. to 9:00 p.m. at Edward J. Arthur Elementary School and Coxsackie Elementary School.

The proposed project is designed to enhance student learning, health and safety, and community access by investing in much-needed infrastructure upgrades, classroom renovations, kitchen improvements, and athletic field enhancements across the district.

Project Overview

The proposal is presented in two separate propositions:

  • Proposition A – Infrastructure, Classroom, and Site Improvements ($17.7 million)

    • Renovation of elementary school kitchens and second-floor classrooms

    • Replacement of playground equipment with accessible designs

    • Renovation of high school science classrooms (including air conditioning)

    • Replacement and upgrades of domestic water piping, HVAC, select roofing, and drainage systems

    • Reconstruction of the middle school parking lot and access drive

    • Security upgrades, including improved door hardware and card access at entrances

  • Proposition B – Athletic Field Improvements ($5.7 million)

    • Reconstruction of natural grass athletic fields with improved drainage and safety features

    • Replacement of varsity baseball, varsity soccer/field hockey, and modified soccer/field hockey fields

    • Addition of a new varsity softball field

(Note: Proposition B can only move forward if Proposition A is also approved.)

Financial Impact

CACSD will receive 71% of eligible costs reimbursed through New York State Building Aid, with the remaining balance funded through a 15-year bond.

For a home assessed at $100,000:

  • Proposition A = $13.07 per year

  • Proposition B = $7.11 per year

  • Combined Total = $20.18 per year

  • Residents with enhanced STAR rebate would see their annual taxes increase $5.47 for proposal A and $2.98 for proposal B for combined total of $7.45 per year

Community-Driven Planning

Superintendent Randall Squier emphasized that the project reflects both state requirements and local input:

“This project is the result of extensive planning, state-mandated building assessments, and valuable feedback from community members. It addresses critical infrastructure needs while modernizing learning spaces for students. We encourage all eligible residents to make their voices heard by voting on October 7.”

Eligible voters must be U.S. citizens, at least 18 years old, and residents of the district for at least 30 days prior to the vote. Absentee ballots are available through the District Clerk’s office.
